error while installing milbc package (iLBC)

Hi,
I'm trying to install milbc package , i have tried to run ./bootstrap
and ./configure
but having no target on 'make'.
i also looked at configure.ac . but dont know where to fix basic error.
on ./bootstrap compile got error
