URL encode/decode?

"Should" as in "I'm pretty sure SipUri does this already" or as in 
"SipUri doesn't do this right now but should do it in the future"?

The reason I'm asking is because both LdapUrl and FileUrl have own 
functions for URL decoding/encoding and it would obviously be better to 
move the code to stringutils.h or perhaps a small UrlUtils class (to 
avoid code duplication).
