CRL in minisip

Chen Jie is working on CRLs (downloading, caching and checking against
them) as part of his master thesis. He has a branch of his own, and
we'll see what comes out of in a couple of weeks. Then we will know if
it will be merged with trunk or not.

I think he is mainly using the CRL support in openssl. Improving the CRL
support/his work is a task up for grabs.
