Thank you for pointing out that it was missing. I added it in r2508.

set_global_configure_param('maintainer-mode' => 0);

You should be able to uncomment the appropriate lines; however, I just
explained in my reply to Mikael why this is not really a good solution.
But you can use for now (and it is important to know how to test the
package with it disabled, as that's how users of tarballs will use it.)
