iLBC and ALSA

this is i think an inconsistency ...
try adding
<codec>
   iLBC
</codec>

to your minisip.conf file ...
theoretically, being a plug-in, it should be automatically added ...
but it seems it isn't ...
or is it that when minisip is run, it cannot find the plugins folder?
