I use gconftool here, which is part of the core gconf package.  However,
I am using 2.12.1 here, so your mileage may vary.

So, I think the problems can be summed up as the following:

  1) you installed minisip, ran it, discovered no iLBC
  2) during #1, minisip created those settings - also missing iLBC
  3) you installed milbc, but those settings did not get updated.

If I were to guess, the stack/UI probably uses the conf file values for
iteration; it should be using the list of codec plug-ins dynamically
discovered during startup, offering an interface for enabling/disabling
new codecs that may be installed but not listed in that file. However, I
have not dug into the code, so it may be more complicated than that.
