configure sip proxy on windows

Hi,
I am trying to use Minisip on windows, and according to the instructions, I am required to configure the SIP  Proxy to my proxy IP. What IP is tha? network proxy, or SIP proxy. As I understand it should be SIP proxy. So do I need to install a SIP proxy first? if I am right, are there any SIP proxies that we can download or access via internet?
