Hi,
Minisip shall work no problem on a local network, you need no internet
to get it up and running.
You may need to install a proxy server, like SER/openSER, in order to
have a location system among your users.
As for the video conferencing, you may need to compile yourself a
special version directly from the minisip sources.
Once you are further along the way, feel free to ask to minisip-users
email list ... we're always listening.
