Does Minisip support PRECONDITION

but I did not understand what I have to do with the directory :
http://www.minisip.org/autobuild/build_3460/wxp_vs8/vs8_libraries/
There are 2 directoryes inside:
Debug & Release.
Which one I have to use?
And what I have to do with this directoryes?
Sorry but I'm not expert of these things.
