Cannot start in Windows XP

I have them installed. Add/remove programs lists:
"GTK+ 2.10.6 runtime environment"
"gtkmm Runtime Environment 2.10"

I just updated gtkmm to the latest version available. It was gtkmm 2.6
before and now it is 2.10.11-1

But I still can't run Minisip, now it says: "libatkmm-1.6-1.dll was not found".
